Moscow says additional economic pressure would complicate efforts to negotiate an end to the war as Washington moves toward tougher measures.

Russia has warned that a new package of US sanctions would make efforts to reach a negotiated settlement in Ukraine more difficult. Moscow’s comments came as Washington advanced legislation designed to increase economic pressure on Russian energy, defence and trade networks.
The warning reflects the widening gap between Western efforts to raise the cost of the war and Russia’s argument that sanctions undermine diplomacy. With military operations continuing, the sanctions debate has become part of the larger contest over leverage: whether tougher economic measures can push negotiations forward or instead harden positions on both sides.
